The Program Manager will provide program management expertise to support day to day operations within the Force Health Protection Research portfolio and or Warfighter Medical Optimization Product line management, to include applying acquisition and program management principles, and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle.


  • Shall follow in-place, and help develop, administrative and monitoring support tools, as required to perform daily operations associated with establishment, maintenance and oversight of medical research and modernization
  • Participate and provide guidance in the development of strategic and tactical acquisition planning by defining the scope, cost, schedule, and performance parameters necessary to successfully execute projects within the Airman Readiness Optimization Branch Portfolio.
  • Plan, organize, and coordinate activities of functional specialists including scientist, engineering, contracting, program control, test and
  • Demonstrate capability to collect, analyze and appraise acquisition data required to draw conclusions and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and
  • Possess and/or engage in learning defense acquisition and aerospace medical research policies and regulations and recommend appropriate action consistent with those
  • Shall be/become familiar with research processes including Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals. Using this knowledge, the contractor shall proof read and edit project plans, research proposals, and data collected by program management team and/or support staff members for accuracy and consistency.
  • Identify and document programmatic risks using expert judgment and historical data; implement approved actions and workarounds required to mitigate and minimize the impact of project risk
  • Assist in the contracting activities required to support project contract awards within the portfolio. This shall include preparing a statement of work and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once
  • Assist in the design, implementation, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
  • Shall utilize financial/programming data systems to retrieve, process, and synthesize information, generates reports to support analysis, and documents requirements for additional system capabilities.
  • Shall be/become familiar with financial systems including the Comprehensive Cost and Requirement (CCaR)
  • Assist in performing budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of
  • Provide technical guidance, advisory support, and assistance on a wide range of research management issues. Participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the 711th Human Performance

  • Possess a minimum of Master's degree.
  • Minimum of three (3) years of Health Care Experience.
  • Minimum three (3) years of experience in Department of Defense Medical Program/Project Management.
  • Project/Program Management Certification.
  • Relevant education/training and experience may be considered an acceptable substitute for certifications.

Knowledge, Skills and Abilities

Proficiency in Microsoft software programs which include Word, Outlook, PowerPoint, and Project Word documents, Excel spreadsheets, PowerPoint presentations, etc. to support the expansion of electronic products required for project reporting and management oversight
